Regarding the new job, if you’re worried that citing childcare issues would burn that particular bridge for later, you might just tell them that you would like to move your start date out to Sept. 15 or something similar, and see what they say.  Say that you are in the process of moving and want to give the job your full attention when you start it, so you’d like to postpone that start.

Fortunately next summer, we’ll be living in a county with a fantastic and affordable summer rec program so it won’t be an issue.

For some reason I can't quote AND reply in the same response, so here's my reply.

It really does sound like you dodged a bullet. Thank goodness you turned it down.

As for the other job offer, instead of turning it down, would it be possible to accept, but delay your start date until the fall?

Delays go both ways--I once interviewed for a job, and they liked me, but they felt more confident about the fit of another candidate. They were pretty positive another position was going to open up, and they definitely wanted me for it and wanted to stay in touch. A lot of people thought that was a red flag and that they were leading me on, but I didn't get other offers in the meantime, so I kept in touch. They did hire me for the next position a few weeks later (same title and responsibilities, different product line). That was the best job I ever had, and the product line I worked on was a better fit for me. 

If they are flexible about the start or at least will keep you in mind for the next opening if they can't wait, that might signal what kind of employer they'll be in the long run.

I was really just hoping to not burn a bridge with this company by explaining.  It’s large and has a reputation for being the best human service agency to work for in the area, but it can be hard to get hired there.   It turned out better than I had hoped for.

I have to drive to client’s homes but will never be transporting clients anywhere.  I’ve never seen any wanting the actual printed report of my car inspection and I’m sure I threw it out anyway. 

It all feels very invasive, especially the physical.  Especially for a part time position offering $15.75 an hour but requiring a master’s degree. This is a social service agency that’s just started in my area, so I don’t have anyone to really quiz about the company culture.

Or am I way off base? Other social service agencies I’ve worked for only required a drug screen and proof of car insurance. Also, marijuana is legal in my state, but I know as a federal Class 1 drug it can still be screened for. I do have a medical marijuana card, but that’s not something I want everyone knowing, especially an employer. (My current employer has a marijuana policy and it’s not a problem)

UPDATE 2:  I called HR of the second job and left a message with the HR person handling my job offer. I explained a little and stated that I hoped to reapply with their company again in the future.

She called me back and said you don’t remember me, but I’ve never forgotten your name.  Apparently eight years ago, I was the paramedic who responded when her toddler son choked on a Lego and cleared his airway. I actually do remember the call and that she had asked for my name.  She never forgot that.
She said look, I really want to help you out. And they offered me a job share at 1/2 time; more money per hour and vacation time even at a part time job.  And when I am living someplace where I have reasonable child care or my kids are older, I can easily go full time.

I immediately accepted. 🙂 🙂 🙂   I will be a family specialist working with therapeutic foster families, birth families and the foster children.

That is SO COOL! What a wonderful provision. It's really special when things come full circle.
