I wear joggers. In the winter I have some thick fleece ones, and in the summer I wear a pair made from thinner athletic fabric. I don’t have any that are Capri length, but I know they exist, and of course there are shorts that are basically cut off joggers like These)

Me too. Some fit more loosely than others. And I have loose fitting athletic shorts too.

Eta: I don’t like leggings either.

Yes, I prefer to try and buy in person after a couple of pairs I ordered online ended up being as tight as leggings almost, and I had to return and size up.

I just work out at home, so it doesn't matter what it looks like as much. But I buy inexpensive shorts and pants (athletic brand?) at Walmart, and I wear whichever suits the season. They are loose and comfy. They might not hold up long for running, as the fabric is soft and thinnish, but for my rowing and stretching, they are fine.

I like the Sketchers Go Walk pants. You can find them on Amazon in several different styles -- capri, leggings, flared, etc. -- but I just wear the regular pants style. They are nowhere as clingy on me as the photos show them on the model, and they are very comfy. And they have pockets.

Costco "Tuff" woven athletic shorts.  Inexpensive, loose but also stretchy, and super comfy.

I was just going to jump on and say I’ve found great workout options at COSTCO. Leggings, yes, but also slim fit athletic pants that aren’t sculpted to my shape, but are still slim enough for me not to not get tangled up in loose fabric when exercising. Thanks @wathe, I’ll look specifically for the shorts you link next time I’m there.

FWIW, I’ve also sound many pairs of cute boho-ish pants there. I’ve significantly cut down on the time spent in blue jeans thanks to comfy pants in fun patterns.

I wear Lands End yoga pants. I like the cropped ones because I am short so they end up not that cropped. The only thing I don't like about them is they don't have pockets but otherwise I love them.

We don't have Lands End here, but I happened to find two pairs of cropped yoga pants in my size in a local Outlet. Made in Lesotho.  They are super comfortable and I'll be sorry when they wear out.
