They WANT to hear it so they are asking you to repeat it. What you said either needs to be louder or clearer, or both. So, say THE SAME THING clearer AND louder so that THIS time, they can hear and understand you and then respond. It's called a conversation. Do NOT say the same thing at the same decible level so they have to say "WHAT?" again. DO NOT speak louder, but say something totally different. Your listener wants to hear what you originally said! I often say, "What, I didn't hear you?" That doesn't work either. But I am going to try, "Could you repeat that?" and see if it is CLEAR enough! Haha. I picked it up when I was learning to fly. I don't pilot anymore, but I still find myself saying, "Say again?" when I want someone to repeat something. Its direct, and concise. What kills me is when someone (like ds) says "What?" when he's *heard* me just fine, but hasn't taken a moment to process the words. "Can you please feed the dogs?" "What?"
