would you eat this? frozen minute steak...

Uhhh. I'd toss it. Even if it is safe to eat (I have no idea), it doesn't sound like I'd want to eat it.

I'd save it and put it into a stew, cooked on low heat for several hours (or in a slow cooker), with lots of flavorful herbs, red wine, and chopped onion.  Add veggies like carrots and potatoes and parsnips, and maybe some chopped parsley near the end.

I am with Bill. My dog would gobble it up. I hate to waste food, and she would be elated to have it.  Win Win

Personally I would thaw, chop it in to cubes or grind it, lightly cook and give to my dog.  I know a lot of people give completely raw meat to dogs, but I prefer to cook it a bit first.
