What time to arrive - reception begins at 6/dinner at 7

DH and I are attending a wedding reception tomorrow evening.  Invitation says reception starts at 6pm with dinner being served at 7pm.  We're only going because we're obligated to go.  When is the best time to arrive so we're not too early but also not too late?

Not attending with kids and childcare isn't an issue.

This.  I am a punctual person, but I don't enjoy small talk so I would aim for 6:30 to 6:45. This would depend on how well I knew the other guests.   I would guess most guests won't arrive exactly at 6 either.

I would arrive no later than 6:30 if there are assigned seats for dinner. We attended a reception last year and 30 minutes into the cocktail hour people started changing seats to sit at another table.  Sometimes they switched the placecards but I saw several tables where the placecards for the missing people were just pushed to the center of the table. It annoyed some latecomers to check the seating chart and see that they were at a certain table, only to find that table full.
