Take a pregnancy test just in case.

There is permanent birth control in place.

The cramps are not bad; they’d not be that noticeable if I didn’t also have a migraine and tension headache simultaneously as well as achy joints and sinus pressure from nearby “weather.”

Permanent birth control fails about 1% of the time. Take a pregnancy test.

Early in perimenopause, I would feel exactly the way you feel when you're starting your heavy flow.  I'd only find out later that there was nothing there.

Inconveniently, this happened during international travel, so I'd over-protect in case of heavy flow with no bathroom access.  Glad that stage of life is over!
