Keep in mind that the whole thing probably won't take more than an hour. Then, for all the goodness in your heart, you will deserve a long, hot soak, or venti something. Your feet will get cold if you are standing on concrete or anything similar for a long time. Hand and feet warmers would be good. (and, I would love to run in 20 degrees, that would feel downright balmy after today!) I am sure lots of runners will show up for your event!
