I feel like "expect" means two different things. So, there are some things that I would be surprised if I met a typically developing high school student and they couldn't do them. That list is kind of short. I have learned that there is enormous variation in what teens do and don't know how to do. However, I would, for example, be surprised if I found out a teenager didn't know how to make toast in a toaster, or pay for something at a store. And then there are things that I have as an expectation for my own kids, or for my students, and I actively teach, but that I am not surprised that a kid who isn't mine doesn't know. For example, I expect my sons to be able to change the oil or the tire before they get a license. But I wouldn't trust a teenager I didn't know to change the oil on my car!

I don't think you can conclude that. I think it's more likely that they were shy or overwhlemed and didn't ask at orientation, and then realized that it isn't a thing that would actually be useful, so they didn't pursue it.

Can she call whatever regional accreditation organization covers California?

Is there a reason to be concerned about this specific kid? I would not want my kids on the news, but I have very specific reasons for that. The vast majority of time, it's perfectly safe.

I don't think of myself as someone who likes surprises. What I love is someone else taking on a cognitive load for me, especially in areas where I am not passionate. So, I would be thrilled if someone else figured out where to hang a painting or what piece of jewelry to buy me (except I definitely didn't want an engagement ring) because I do not care about those things. On the other hand, if someone took on the cognitive load or planning a menu for me, or making educational decisions for my children or students, I would not be happy, because those are things I am passionate about. I know from your postings that you have a very beautiful home and strong opinions about how it looks. So, it doesn't surprise me that taking the time, and collaborating with your DH to make sure it's right would be your preference.
