Refreezing meat or cook it and then freeze?

If I pull out a pound of ground beef and use only a portion of it, can I refreeze the leftover to use another time? I guess I could cook it and freeze that but I don't know what I want to use it for yet. Some of my recipes have me cooking the ground beef with other ingredients. Could I just add the other ingredients to the cook ground beef and the dish still turn out the way it's supposed to taste?

I think it's generally recommended not to refreeze raw meat.  When I'm in this situation I cook the meat with Mexican seasonings, but we eat a lot of tacos and such.  I know people who do the same but with Italian seasonings, and plan to use it in pasta sauce. Could you do something similar?  Just earmark the meat for something specific that you know you will make in the future?
