It's a flat rate to get in one, plus X amount per mile (or X minutes idling). The rates are set so you could google then, find out approximate distances, then know approximate costs.

 

Idk if there's a separate flat rate offered but I suspect you'd have to do an airport van ride thing to do that.

 

It's been a while so maybe others know. I always took the subway. Much cheaper. :)

 

Eta - tips for taxis are probably from total cost % but idk

If you are on a strict budget, another option for going to Time Square is find a hotel close to it that has a shuttle to/from the airport.  They are free.   The taxi rate varies by traffic and which route they decide to take to get to your destination.

Yellow Cabs have flat rates governed by NYC laws: http://www.nyc.gov/html/tlc/html/passenger/taxicab_rate.shtmlThe line can be long-ish because it's not always worth the taxi driver's time to do flat rate runs.

 

We've also taken a public bus (took forever), a van service that dumped us at Penn Station and never provided the promised transfer, and a car service when we went with kids (preferred, found on yelp).
