Peppa Pig is British so I am very interested in what you say it means.  I *think* I know but could be way off.

I haven't seen the show. In common parlance in Britain it's not a compliment.  It's a way of putting someone down who is showing off their cleverness, someone who is a 'know it all' or 'smarty pants'.

I would say I have heard it used both ways- as a compliment and as a reprimand for showing off and as something that’s kind of a cheeky mix of both, like acknowledging that your smart but also kind of a jab at the same time?
