"Off topic"?

What does it mean when people title their thread something like "this is off topic, but..."? I see it here and elsewhere. I mean, there are hundreds of topics being discussed here. How can one more be "off topic"? I don't get it. Not trying to be a smart aleck, really just don't understand -- I'm relatively new to forums, so it's probably a nuance I'm missing.

If you look at the header for the general forum it states that the general forum is:

For general questions about classical education methods, teaching techniques, readiness, supplemental activities, field trips, assessments, frustrations, online resources, etc. or just for hanging out and chatting!

 

We used to note something as OT or Off-topic if it didn't deal with homeschooling.
