Most are mixed with assorted grains, but there are a few brands that are nearly all soy with just a smidgen of "grain" added in. In my fridge right now is Lightlife Organic. It has 16g of carbs, and all but 4g is fiber. I'm diabetic and need to keep my carbs down. This brand works for me. Tempeh may be an aquired taste ... but you didn't specify that the food needed to taste delicious, just that it be high-fiber, low-carb and not a vegetable LOL.
