You just have to show proof of residence, not your tax record. ;) Regardless, most California libraries allow patrons to use computers and whatnot without a library card. (YMMV.) We went to Montgomery AL for 7 weeks about 13 years ago and that is what we did. I would look online for the library system in your new area and check what their requirements are for a card. DIfferent libraries do it differently, but you'll have some sort of address, right? Even if it's a hotel....anyway, sometimes it costs a little, but not usually. I heartily recommend it--kids' programs, Internet access, DVDs and books. It's a FREE family activity, and oftentimes you can meet interesting locals as well.
