I think it could be really nice for folks who have terribly common names and get often confused with other people. And for folks with names that are hard to spell and have do deal with lots of mistakes. I suspect the biggest use is going to be to prevent medical insurance fraud. It would make it less likely for someone to use my id card and get care charging the cost to my insurance and then me. This could tie my insurance to my person. I would like that. We've seen the same doctor for 13 years. If they asked to scan my anything just because I'd have to stop laughing before I could refuse.
