Kerileanne99 Posted January 15, 2014 Share Posted January 15, 2014 Yes, the strange-looking text and occasional phone numbers are often the result of utility services or 'direct commercial texts' which can send promotional codes and offers. By law, you have to 'opt in' for these because text rates can apply. For example, I periodically get them from Lakeshore with additional codes...but I had to click a box to say yes.
