Can anyone recommend a decent fountain pen well under $100 (in the $20-$40 range)?

As far as cheap and decent go, I love the Pilot Varsity pens. They're disposable, come in a bunch of colors, and a 7 pack is usually $10-15 on Amazon.

Parker Vector fountain pen. $18 on Amazon. Sometimes you can find them at Office Depot.

Ink for a very basic homemade quill pen?

 

My calligraphy set is so ancient it is the kind you pump ink from the ink pot to refill. If you have Daiso or any asian knick knack stores near you, the chinese calligraphy ink would work with a homemade quill pen.

Parker, Cross fountain pens works well. It depends on how cheap the refills are in your area.

I use this one because of the price and extra fine nib. I've had no issues. It writes on regular paper and Moleskine very smoothly. Jet Pens sells a good range of ink and converters. I like the blue-black, so I don't have to bother with converting, but I might order another fountain just for the fun colors.

Pilot Metropolitan it includes a converter, but you can use cartridges. Personally, I love Diamine Eau de Nil. I bought mine from Jet Pens, but my favorite place is Goulet Pens which has more helpful videos than you can shake a stick at.
