If it is a transcript that you create, you are the one who decides whether or not it is official. If it is one from an outside organization, they may choose to give only "unofficial" transcripts to students to hand out, but will send "official" transcripts separately to colleges. For a college fair, I would think that an unofficial transcript would suffice. Seeing that our local high school does not give out "official transcripts" willy-nilly.
