cooling vest?

Wow! Has someone used one of these and can tell how well they work?

 

I could use one of these when my van is down and I have to drive a vintage car with no A/C in the summer heat. The car can get 120 inside and I have been known to stuff freezer icepacks in my shirt and spritz with a spray bottle just to survive.

 

Even the replacement packs are pretty pricy.

According to the doctore, cooling vests do work.  But, I'm not sure what kind to get.  I've looked into phase cooling vests rather than the ones you soak in water first.  I'm told the ones that are pre-soaked do not make you feel damp, but dd still doesn't like the idea.  She wants something to wear over clothes that will act as a cooler but not get her clothes soggy.
