I'm guessing he finds those items useful beyond simply covering-up. I think the legal ball is rolling too fast for them to just leave him alone. Yet it's pretty clear that simply jailing him repeatedly isn't working. I would prefer not to have naked people walking around yet it seems silly, to me, to go to such extremes (IMO).
