Doc said that it was most likely the result of his feet being hot and sweaty (he or sandals / flip flops a lot that summer) and rubbing in the shoes. Not really likely due to his age, but my 18 mo old has peeling toes at the end of Hand Foot and Mouth Disease. Ugh, we dealt with that as toddlers! My son had that happen a few summers ago. We started encouraging sneakers and socks and it seemed to help. By the fall it was all but gone. I'm guessing that is all it is.
