They can pick the juvenile up to take them to the local E.R. for a 72 hour hold (at least, that's how it works in my state) for commitment to a psychiatric facility. And they have statutes that allow them to hold a child so as a decision can be made (release, put in psych ward voluntarily, committed, etc). In Michigan, dispatch will send a squad car and an ambulance. Paramedics can transport minors against their will if there is reason to believe they will hurt themselves.
