K&Rs Mom
I don't know if it's the same kind, but a friend makes them with tulle pulled into a narrow strip as the "yarn." That way it's kind of scratchy.
OrganicAnn
Is it made of a plastic thread? I could see using the stuff that kids use with beads and 'braid' into things. Sort of linguine shape (flat plastic)?
secular_mom
Cotton yarn and tulle. Buy a few yards of tulle, (check to see which is thicker and 'scrubbier') then cut it length-wise into strips and tie them together at the ends, winding them up into a ball as you go. You just crochet/knit the two strands together to make a scrubby washcloth. HTH
Cinder
Here's one pattern that uses netting. Here's one that uses acrylic yarn. You could sub cotton but it wouldn't be as rough for scrubbing. Enjoy, Cinder
stripe
I use cheap acrylic yarn for them, and it works fine.

chanda7
I use the plastic netting you can buy by the yard in the fabric department of hobby stores. It is sort of like tulle, but not exactly.
