abbeyej
BabyGap. http://www.gap.com/browse/product.do?cid=6392&pid=348175 (This is the same belt they sold 6+ years ago when ds potty-trained. Ours is still around and ds used it for years, then dd used it some too!)
stephanie
My 4 y/o has potty trained and now his 3T's will not stay up. I'd love to find a belt that he could undo himself instead of the typical style belt buckle. Any ideas? Anyone have a neutral color one to part with please pm me. I've checked Kohl's and Target - they didn't have any. Wal Mart had some but they were all pink or purple :( The Children's Place may have them as well! Oh yeah, maybe Dillard's too. (if you have one of those)

Jean in Newcastle
My ds used suspenders when he was that age. They looked adorable and he could un-snap them in the front. I think we got them at Baby Gap (though this was 7 years ago so I have no idea if they carry something like that now).
Allearia
I got a belt at Target for my six year old that you cut to length. It is a thick fabric belt you just pull through the buckle, there are no holes. I didn't realize you could cut it until I got it home. It came with two buckles, and you take off the buckle, cut the belt to size and reattach the buckle. I don't know if a 3 year old could do it easily, however.
