The text covers grades 1-4 w general instructions but you need to find your own stories to read. You would be fine with just the workbook. From what I gather, (cuz we haven't done WWE, just ordered, waiting for it to arrive,) the book itself lays it all out, for all four levels, but you have to do the work to find the literature passages to use. In the end, it would be cheaper to just buy the book, cuz it covers all four levels. On the other hand, the workbook has all the Lit passages included, so it is basically open and go. It does have the "teacher's directions" included, so it has everything needed to complete the workbook. But you will need to buy each workbook as you progress, so it will cost more in the end.
