If so, then Gimp is an option, as would be Adobe Elements or Photoshop if you're talking higher end stuff. But when you say illustrator programs it implies that you are looking for a vector program that creates postscript images. If that is the case, then the best program is Adobe Illustrator. That is a professional level graphic design software that is usually used along with Photoshop and a page layout program like In Design or Quark Express. Sorry, that's the full answer.
