Good but long (23 minutes) interview with Vanderbilt's dean of admissions

that they would accept a recommendation letter from someone other than a school subject teacher from a homeschooler. My son is an Eagle Scout, and they recommended that his Scoutmaster would be an excellent choice to write the letter because he's known my son for several years and has seen him develop. They definitely said that the recommendation letter should come from someone other than a parent. I would imagine that another community person who has known your child for some time (like a church leader, sports coach, volunteer coordinator, etc.) would also be an excellent choice.

What do you think would be the best way to handle his recommendation letters as a homeschooler?

Will your students have had any outside courses/co-ops/on-line courses? The possibility of getting recommendation letters is one reason to have homeschooled kids participate in those. (I realize most moms probably want other compelling reasons also...but there's one!)
