reporting a RE agent? to whom?

I'm encouraging my dd/dsil to report the real estate agent who was *supposed* to be representing them to whomever oversees agents.  what agency/whom would that be for Texas?

 

the agent was very unprofessional and favored her friend (the seller) more  than her own clients.

The broker that the agent works for and whatever agency licenses real estate agents in their state.

IF she is part of something like Keller Williams, I'd report her first to her bosses/the agency.
