Petrichor
I use google maps. It works well offline if you first save the area that you are traveling within. To save the map area, you have to zoom into the area that you want to save and search for "ok maps" as if you were search for a location. It will save the entire on screen area. If it responds with an error saying the area is too large, just zoom in a bit and try again. you can save multiple areas to make up a larger area, if that makes sense. I've saved entire city/metro areas in about a half hour or so. You do need to be connected to wifi in order to download the maps, of course. I have this app on my android tablet (no data plan) and on my iphone.
Arcadia
Hubby has a gps app on his kindle fire hdx with the sim slot that works well, does not require phone sim card to be inside. It works same as my garmin nuvi. Does not work on the kindle models without sim slot. I can check with him which app it is later.
