online tutoring software/platform/program

Possibly the "Moodle" CMS (Course Management System).  It is free, open source software. You would need a Shared web hosting account ($5 or $10 a month approximately), running on a Linux web server and you would install it as you would install WordPress or Joomla or many other things. Running on a very low cost Shared Hosting account, you could probably have several people interacting with it at the same time, without any performance issues. If you were going to have a lot of users connected at the same time, you would need a more powerful hosting arrangement.

 

DD interacts with TTUISD via their Moodle server.

I suspect that Moodle, like many other powerful software applications, has a big learning curve, but, hopefully, you can find enough information on the Moodle web site and other places on the web, to get a very basic installation up and running quickly.

 

I am going to log into the Control Panel for one of our web sites, to see what other Course Management Systems are available... OK, in the Softaculous Applications Installer, in the cPanel control panel, Under "Educational", they have Moodle listed first and they also have 8 other applications that one can install.   I don't know anything about the other 8, other than they are also available for installation. Possibly one of them would be better/easier for you than Moodle. No clue here...

 

Possibly you might Google for "Course Management Systems"+comparisons or "Course Management Systems"+reviews and come up with something that is helpful to you.

 

I hope someone with some direct experience, installing as the Site/System Administrator, can help you much better than I can but this might be enough to point you in the right direction.  HTH and GL

Note that they say it can scale, to serve hundreds of thousands of students, or, that it can be used by "an education hobbyist"

I think the two big ones are Moodle and Blackboard.  I use Moodle, and it is pretty powerful, but confusing to learn at first.  Lynda.com has a course on Moodle, which is what I used to learn how to use it.  Lynda does charge for courses, but they offer a free trial, either 2 weeks or 4 weeks, so you could probably watch the whole course on the free trial.  I just checked and they also have a course on using Blackboard.
