To add a tag, click on the "edit tags" link on the blue bar at the very bottom of the thread (just above the quick reply box). But I think what you really want to do is subscribe to the thread, not add a tag. To subscribe, click on Thread Tools at the top of the thread and hit "Subscribe to this thread". When you are subscribed to a thread, then any new posts to it will show up in your user panel and it's easy to go back later to review an old thread.
