State sovereignty resolution question

The way I understand it these states are merely stating the obvious. If the federal government oversteps its bounds which are defined by the Constitution, then states have the right to say that they have nullified their rights to govern these states. So the states would then have the right and responsibility to govern themselves w/o any outside interference from the Federal gov't since that gov't is operating illegally.

 

Maybe someone can explain it better!
