abacus2
You'll probably spend $300-500 on a decent laptop. There are lots of choices on Walmart.com. I think you want a Windows one rather than a Chromebook. The main thing I would look at is battery life as that can vary quite a bit. I personally would choose one with at least 8 gigs of RAM. Also consider whether the student is likely to need a DVD drive, although you can buy a USB one later if you need to.

Momofeat
Why not the Chromebook? We're in a similar situation here, and dh is leaning towards the Chromebook.
LiverpoolFan
I think chomebook is not fully compatible with Java. So please check if any of your classes are using Java. From google, Chrome devices have Flash support built-in, but they do not support Java or Silverlight. If you need Java, Silverlight, or other plug-in support, there are virtualization and remoting options you can use for Chrome devices. See the chapter on Remote Access and Virtualization in the Chrome Devices for Education Technical Planning Guide (PDF).
abacus2
College classes may need Microsoft Office, and textbooks may come with software. Chromebooks are an internet access device and do not have quite the full functionality of a PC or mac.
