Oral contraceptives are definitely a common strategy for treating heavy periods. Even if your daughter did not take the pill you mention, standard "monthly" pills will make her bleeding less, much less. Perhaps a course of the pill, combined with iron supplements and\or an iron-rich diet for a few months, would get her iron deficiency under control. Some girls and women continue to have lighter bleeding for a few months after they stop the pill...maybe she wold benefit from that as well.
