Besides, the dvd's for HOE are way cool, with the guy and his big glasses and beret. But I digress. Get HOE and then get this for a fun supplement. I just went back and looked some more. It's hard to tell from the toc for it, but did you look at the sample pages? This is totally not the sequential, hands-on approach to basic equation work that HOE covers. I've actually seen the Critical Thinking Co. book in person and it looks kind of neat, but there are different kinds of puzzles, not just the balance kind. There is no hands-on work with manipulatives, and as OhElizabeth mentioned, this does not have the step-by-step lessons to solving algebraic equations. This book series does look good, though.
