Interesting. I wonder if that would be available for homeschooled children who have the citizenship mine do — not a first-world citizenship?

Since homeschooling is flat-out illegal in Germany, I think it would not be available to any homeschoolers, including Americans. Last I checked (and my kids' Saturday School had talks on studying in Germany all the time), you need a diploma (and I'm 99.9% sure the Germans wouldn't take a mommy - issued one) as well as a battery of AP exams; they're very specific about each one. Remember, in Europe anyone can attend university *as long as* they've taken an extensive battery of exams - Abitur in Germany, A-levels in UK, baccalaureate in France. They seem to view a certain score on certain APs as the US equivalent. Just an ACT or SAT doesn't cut it.

It is possible that my kids will be able to take IGCSEs and A-Levels locally depending on what the international schools' policies are like at that time. They still wouldn't be able to show that they attended any school though. Then, for the bolded, we're in Europe but not in the EU and would need a visa.

I'm sure the requirements for someplace else in Europe (even non-EU) would be different than for Americans. I'd poke around online - when I was looking into this a few years back it was fairly easy to find the German University requirements for various foreign applicants.

 

Having access to A-levels may change things. The Germans really have no idea what to do with our totally different secondary system.
