Depending on the culture of the country (Afghanistan and Saudi are two glaring examples). In most countries covering at least to her elbows and below her knees is important. One thing no one talks about is.... ALWAYS cover your bum!! A Tucked-in blouse is considered immodest. A shirt tucked into trousers is EXTREMELY immodest, on par with wearing a bikini to the grocery store here... So several long, loose blouses, long, loose skirts and COTTON scarves for hair - again depending on the country. Any of these are available in thrift stores/ second hand stores. If she wants to buy new, just keep those things in mind at the local mall. She can find what she needs... if she is not a Muslim, she is not expected to wear the specific coats and things in most places in Africa. You mentioned "Africa," but there is such a huge difference between different countries that she would need to research what they wear in that specific place. Most of the clothing ideas are actually supremely practical. The long/ loose clothing keeps air circulating around your body, keeping you cooler in summer. Also protects from skin cancer/ sunburn. The head scarf is not only considered modest, but also in a country where there is no running water in the home and thus women may only go to the public baths once a week or less - covers up icky hair, and when you tie your baby to your back, keeps the baby from pulling on your hair while you go about your daily life. We do have clothes in our closets that she could take, but she would be too hot. She is specifically looking for loose lightweight clothes that cover. Unfortunately, she will need to buy those.
