ACT scoring...

I am confused about how ACT scores the test. We have the Real ACT book, and for example, on the English section, if you get 63 questions correct on test 1, it converts to an ACT score of 26, for test 2, 63 gets you a 27, and test 3 gives you a 28 for 63 correct answers.

How could this be?

 

Any insights on how the ACT is scored would be appreciated!

I think the SAT folks do this too. My ds said that his last SAT was much harder than his previous SATs. He took one in the spring of his junior year, and the last one he took the end of the fall semester his senior year. Definitely the Fall test was harder than the Spring test.
