Teenagers here often have jobs in stores/fast food/etc at 13, can get their beginners license at 14... then you look at a place like Illinois that would say they can't even stay home while Mum runs to the grocery store. I bet no one has set out to change it, because no one knows. I didn't realize it until this morning. It's certainly not enforced, at least where I live.
