From my experience with both Cub Scouts and Boy Scouts the basic principle of Duty to God has become more lip service (much like how the Pledge of Allegiance is treated in schools) than standard procedure. -- As an aside - the BSA also has a mandate stating that all adult leaders and volunteers should be physically fit.
