Finish Books or Move On?

Bear in mind we didn't use these, but.......our rule of thumb is to just pick up where we left off, but then when we start a new level we go a bit quicker through the beginning lessons that are often review.  I do this for two reasons.  The first is that I like going at our pace, with the ability to take as much or as little time as needed.  The second is because when I look further down the line, I see that lessons get more difficult. I'd hate for a child to be unprepared because we cut material short.

There's a beauty in things being simply "levels" and not grade levels.  No need to match to an age or be very rigid about it. You simply do each level and move through at a pace right for each kid.
