I need to make a post before being able to respond to a classified post?

I am wanting to buy off the classifieds posts and it says I need to make one post before I can send a PM......How do I make a post and where? Does it have to be a post in the classifieds since that is where I am wanting to but something? And is there another way to contact someone about their post? Thanks for any help! :) Obviously, I am very new here.
