If they were not fined then some people wouldn't do anything, we have all seen the episodes where people were going to lose their homes and they were still hurling obscenities and denying they wanted help at all. There was that one episode where a guy was being fined and he even had a homeless guy living in his yard pooping in a bucket!!! Some people wouldn't stop no matter how nice people were. One has to be punitive or they won't do anything and their neighbors are often suffering for it in some of the situations. Quote Link to comment Share on other sites More sharing options...

If it is effecting the quality of life of the neighbors (because of smell, rodents, property values, etc.), that is another reason to involve authorities. And certainly if children are involved. If they're able to keep it all inside their home and it isn't effecting anyone else, no.
