In general, I'd say Sephora is more consistent, but I'd hesitate because it's part of JCP. If the clerk is Sephora-specific, great, but if the different makeup counters share clerks, I'd pass. Could you go to both and see which recommendations you like better? I miss the convenience of those stores nearby, and I am thrilled to be going to both in a few weeks--two hours away but oh so worth it! (And I'll take the opportunity to add that I love Sephora's eyeliner pencils, they stay on longer and are better than anything else that costs a lot more--although they tend to sharpen poorly and crumble often...)
