Free reading is usually selections chosen by the student.

When my dd was younger (middle school) I would create a list of books for her to choose from if I wanted to make sure she read certain books. I also had a book basket which contained selections for whatever time period in history we were reading that she could choose from too.

Now that she is almost 17 and has so much reading for school already, I try to limit the number of books that are "required" free reading. If I really want her to read a book, I just assign it or ask her to read it. But I try to leave her free reading entirely up to her.

"Free reading" in our home is reading outside of required texts and books. My dc regularly do at least one hour a day in the younger grades. This is our minimum goal in high school as well, though there are some days where there are just too many curricular/sports/extracurricular/work commitments.
