Does Classical Writing teach outlining?

Yes.

In Aesop it is considered optional, so the instructions aren't that great.

In Homer A they are extensive. You start by breaking the model in acts and then scenes, learning to identify the accidental (to be removed) and essential parts of the the story. Then they take the essentials parts and summarize them using compounds or by using generic terms vs. specific.

The writing project at the end of Homer A is using this method to summarize a story, which would translate over to writing book reports.
