DS recently read The Witch of Blackbird Pond and would like a similar book but with a male main character. He likes historical fiction and in this one specifically he was intrigued by the courting and would like to read more about that but from the perspective of a male character and emphasized, "Not too much romance,". Does such a book exist?

I've heard the Strange Case of Dr Jekyll and Mr Hyde used as an example of a not explicitly stated werewolf.

I recently read the book, Jackaby by William Ritter. It's listed as a YA book, set in the 1890's. The main character is a girl, though there are two male main characters. It is sort of like a fantasy Sherlock Holmes with a werewolf. 

 

Not sure it's exactly what you are looking for, but it was interesting.
