It's designed for grade 1, though some K students can do it also.

 

I've used FLL1 with two kids in 1st grade. The first one was a very advanced reader, and he was bored with FLL1. He really didn't need that level. I should have just started him in 3rd grade level grammar when he was ready for that. My second kid to use it wasn't reading independently yet. He did fine with FLL1 and found it pretty easy also. I dropped it in order to streamline his school and focus more on reading.

 

Either of these kids could certainly have handled FLL1 in K. I just saw no point in starting at that age. Grammar repeats itself every single year, so if my kid is advanced in that subject (which my oldest definitely is), I prefer to just start later, jumping in at the 3rd grade level. That's when grammar gets interesting.
