NC: ESA+ experience?

If your family received ESA+ money, were you able to spend it before/when you wanted to start school and get reimbursement with your receipt once funds were available in the fall?

Are approved vendors the people who can be paid directly by the state or the only ones we can buy from and use ESA+ money for?
