Future perfect simple/continuous enquiry

"By 2025 I will have been spending 5 years learning English."

Why should it be I WILL HAVE SPENT?

Is it because the verb SPEND is a stative verb, and not a performative verb and stative verbs are never present participles (the verb in the continuous -ing form)?

I don't know the rules for stative vs performative verbs in English, I just know that it should be

"By 2025, I will have spent 5 years learning English."

or

"2025 will be my 5th year of learning English."
